Timing calculations too complicated (Issue 004)

Greg Daley suggests change to calculation to make it simpler to compute in implementation.

Proposal:

Defines timing calculations only from (Rank - 1 )*Fastest Router's Sep.

"The router determines its Fixed Delay by summing its immediatel The router determines its Fixed Delay by counting the number of preceding router's Fixed Delay and Separation values.

The Fastest Router SHOULD set its Fixed Delay to 0."

to:

"The router determines its Fixed Delay by counting the number of preceding routers (Rank - 1) and multiplying this by the fastest router's Separation value.

The Fastest Router MUST set its Fixed Delay to 0."
